The program uses Shabiha for "plausible deniability," Weiss said. For example, the govt can say the army wasn't engaged in house-to-house raids actually performed by Syrian protection causes.

Analysts say the Shabiha also work in other areas, such as Deir Ezzor in the southern. Weiss said there are reviews of other pro-government proxy servers, such as Kurdish militants, Shiite militants from Lebanon and Irak, and Iranian causes.
The Alawite area is mostly along the shore, with Latakia at its center.
